I like Irfanview a lot, and

I like Irfanview a lot, and I have it set up as my default image viewer, but for some things I prefer Paint .NET (http://www.getpaint.net/).

Paint .NET is particularly good for simple editing of screen captures, since it has a single menu entry for "open image from clipboard". (In comparison, paste from clipboard in, say, Paint won't resize the image to fit.)

But there's one function I'd like to have but have never found: specifying the aspect ratio of a selection / clipping rectangle using absolute size. Suppose I want to create a 2" x 3" fridge magnet from a large picture. I want to be able to open a selection rectangle with that aspect ratio fixed but be able to move and resize the selection to get the content I want.
