IrfanView 3.99 Graphic Viewer (Freeware)

I haven't tried the freeware IrfanView graphics file viewer in a long time. But, it was pretty good the last time I tried it a couple of years ago and continues to have good buzz from its current users. Its About page lists features well beyond simple file viewing including some graphic editing (e.g., sharpening, cropping, rotating) as well as image batch processing. The current version was released just a week ago on Nov. 16.

I like Irfanview a lot, and I have it set up as my default image viewer, but for some things I prefer Paint .NET (http://www.getpaint.net/).

Paint .NET is particularly good for simple editing of screen captures, since it has a single menu entry for "open image from clipboard". (In comparison, paste from clipboard in, say, Paint won't resize the image to fit.)

But there's one function I'd like to have but have never found: specifying the aspect ratio of a selection / clipping rectangle using absolute size. Suppose I want to create a 2" x 3" fridge magnet from a large picture. I want to be able to open a selection rectangle with that aspect ratio fixed but be able to move and resize the selection to get the content I want.
